Tsukasa Kadoya
Tsukasa is a hypocritical and self-righteous young man who does not know much about his past. He has a strong desire to "catch the world" using his photos, but they never develop well and have been shown to foreshadow events, acting as a sign to show that he does not belong to the world he is in. As Decade, he was seen as an agent of destruction, usually being called "the devil", a rumor spread by Narutaki, who believes Tsukasa does not belong in any world.
He is quite cocky as he often taunts people from time to time. Before the start of his series, it seemed as the leader of Dai-Shocker, Tsukasa was a ruthless and unforgiving man who easily tortured and killed people with little to no remorse as hinted through other's dialogue. As Tsukasa travels between dimensions, his clothing changes to suit the Rider's World, including some accouterments similar in color to his camera and Decade. He also exhibits some prior knowledge or a talent necessary to his quest in the Rider's Worlds he enters.

Hikari Studio
The Hikari Studio is the photography studio that the Hikari family owns and where Tsukasa Kadoya develops his photographs. The various backdrops located in the studio allow it to transport its occupants to a mutltitude of parallel worlds. Its interior and exterior automatically transform to blend into the surroundings when moving across dimensions.
- Tsukasa Kadoya / Kamen Rider Decade : Is an arrogant, young man without any memory of his past. As a photographer, his photos never come out right, which is later revealed to be a sign of his world being slowly destroyed by the convergence of the other Kamen Riders' worlds. To save his world, he transforms into Kamen Rider Decade.
- Natsumi Hikari : Referred to as Natsumikan, Summer Mikan by Tsukasa, is a young woman who works at the photo studio under her grandfather, having lived with him since her childhood. Prior to the series, Natsumi was a member of the Taigaku Club or TG Club for short, a group of dropouts who got bored with school and wanted to find out their own answers.
- Eijiro Hikari : Is the owner of the Hikari Studio and Natsumi's grandfather. When he discovers that his photo studio is the means of accessing the A.R. Worlds by accident, he is not surprised but amused at the fact and is glad to assist Tsukasa in his mission. Whenever they arrive to a different world, he cooks a different meal each time.
- Yusuke Onodera / Kamen Rider Kuuga : Is a young man with a child-like personality at first who has the power to become Kamen Rider Kuuga. Although originally from the World of Kuuga, he eventually joins up with the Hikari Studio group having rid his home world of the Gurongi.
- Kiva-la / Kamen Rider Kiva-la : Is a white-colored female Kivat originally from the World of Kiva, where she is Kivat-bat the 3rd's younger sister. She is extremely tiny, small enough to be hidden in an adult's closed fist. She learns of Decade from Narutaki, and uses her power to bring Yusuke into her world, and then sends Tsukasa into another to do battle with Kaixa.
Characters:
- Daiki Kaito / Kamen Rider Diend : Is a mysterious young man who travels through the Kamen Riders' worlds in the hunt for their treasures as Kamen Rider Diend, possessing the power to summon Riders to serve him. He seems to know more about Tsukasa than Tsukasa himself does, being an ally one minute and an enemy the next when it suited his thieving needs
- Narutaki : Is the main antagonist of the series, a mysterious man who refers to himself as a prophet and is able to freely travel the worlds with immunity to the convergence of the ten worlds. He also has the ability to move freely between the worlds and summon Riders from other worlds.
- Dai-Shocker : The mysterious organization is a conglomation of all villain organizations who set into motion a plan to take over all dimensions due to someone providing the means to do so. Based on the World of Decade, their insignia is double-headed version of Shocker's eagle crest
- Apollo Geist : Is the Security Chief of Dai-Shocker, hastening the worlds' convergence to make invasion easy for his organization. He normally assumes the form of a man called Guy until he invokes Apollo Change. Originally from the World of X-Rider, he was revived by the Government Of Darkness after being killed by X-Rider.
- Ten-Faced Demon Llumu Qhimil : Is the leader of Geddon and Dai-Shocker's designated ruler of the World of Amazon, developing the mindset that Kamen Riders are the enemies of the human race, rather than Geddon.
- Ambassador Hell : Is an executive member of the terrorist organization Shocker, originally from the World of Kamen Rider and donning a new black armor. He is able to assume the form of the Inhumanoid Garagaranda, a rattlesnake monster.
- General Jark : Is a supreme commander of the Crisis Empire from the World of Black RX. He is killed by Diend. Jark reappears in Super Hero Taisen as part of the new Dai-Shocker assembled by Tsukasa. After Dai-Shocker's alliance with Dai-Zangyack is revealed, Jark is once again defeated along Shadow Moon by the combined forces of Kamen Rider Black and the Maskmen.
- King Dark : Is a giant robot and the mastermind behind the Government Of Darkness (GOD) from the World of X-Rider. He is killed by Decade Complete Form Jumbo Formation.
- Dai-Shocker Combatmen : Are footsoldiers of Dai-Shocker, resembling the Shocker Combatmen and tending to scream out "Yeee". They are able to assume missile-like forms.
World:
- Nine Worlds : Are the A.R. Worlds that are based on the previous entries of the Kamen Rider Series that have aired during the Heisei period of Japanese history. Each differs in some way from the series on which it was based.
- New Worlds : Are the A.R. Worlds that are not based on a previous entry of the Kamen Rider Series from the Heisei period. They range from Daiki Kaito's homeworld to a crossover with Samurai Sentai Shinkenger to reimaginations of Kamen Rider Black & Kamen Rider Black RX to an alternate Kamen Rider Amazon to the World of the Rider War and Tsukasa's home A.R. World.
Various characters in Kamen Rider Decade are directly from their original Kamen Rider Series and are portrayed by the original actors. These characters do not appear to be affiliated with any side, as some assist Tsukasa, while others seek to fight Decade.
- Wataru Kurenai / Kamen Rider Kiva : Is the original Kamen Rider Kiva who represents the others by giving Tsukasa his mission while they freeze Natsumi's world in place to give him time to stop its destruction. He later appears in the World of the Rider War to fight Decade after telling him his mission was to destroy the Riders in the Nine Worlds rather than befriend them.
- Sou Yaguruma / Kamen Rider KickHopper Is an insane young man who transformed into Kamen Rider KickHopper. In Decade, KickHopper is a wild card Kamen Rider who uses a fighting style themed around kicking attacks. He and his partner PunchHopper appear in the World of Kuuga during a dimensional distortion caused by Narutaki to fight Decade.
- Shun Kageyama / Kamen Rider PunchHopper : Is a young man who transformed into Kamen Rider PunchHopper. In Decade, PunchHopper is a wildcard Kamen Rider who uses a fighting style themed around punching attacks
- Masato Kusaka / Kamen Rider Kaixa : Is a selfish young man who transformed into Kamen Rider Kaixa. In Decade, Kaixa is a wildcard Kamen Rider who attacks Decade after he is taken to another world by Kiva-la. He is under the impression that Decade is a hindrance to his own agenda and seeks to take the Decadriver from him.
- Takeshi Asakura / Kamen Rider Ouja : Is a sadistic criminal who transformed into Kamen Rider Ouja. In Decade, Ouja is summoned in the World of Hibiki by Kiva-la, wielding a kanabō which he uses to summon a Bakegani from the mountain side after knocking Kiva-la aside. Asakura later appears in the World of Decade to prevent Dai-Shocker from taking over, but soon defects to the side of Dai-Shocker
- Kotaro Minami / Kamen Rider Black RX : Is a man who transformed into Kamen Rider Black and later evolved into Kamen Rider Black RX. In addition to his appearances in the World of Black RX and World of Black episodes, he also appears untransformed at the end of Kamen Rider Decade: All Riders vs. Dai-Shocker.
- Shouichi Tsugami / Kamen Rider AGITΩ : Is the original Kamen Rider AGITΩ. He appears untransformed at the end of Kamen Rider Decade: All Riders vs. Dai-Shocker along with Kotaro Minami.
- Shotaro Hidari (Kamen Rider Joker) and his partner Philip (Kamen Rider Cyclone) / Kamen Rider W : Are two young men from the city of Futo who fight the Dopant menace as Kamen Rider Double. In Kamen Rider Decade: All Riders vs. Dai-Shocker, Double has a cameo appearance where he fights Shadow Moon. Double also appears in Movie War 2010 to battle Super Shocker with Decade.
- Kazuma Kenzaki / Kamen Rider Blade : s the original Kamen Rider Blade as well as the second Joker who appears about 5 years after the series original ending in the World of Rider War as the A.R. Worlds continue to fuse. He is first seen with Natsumi Hikari, pointing out to her that Dai-Shocker isn't the real enemy. As Natsumi asks in question, he had already left the scene.
Kamen Rider × Kamen Rider W & Decade : Movie War 2010
In Decade: Final Chapter, despite unwillingly as the Destroyer of Worlds, Tsukasa accepts his role and turns into Violent Emotion Decade destroying all Riders and turning them into cards. He is assisted by Yuriko Misaki who reminds Tsukasa of Sayo and can transform into Electro-Wave Human Tackle. He is confronted by Natsumi who has become Kamen Rider Kiva-la to stop his rampage.
OOO, Den-O, All Riders : Let's Go Kamen Riders
A mishap caused by the Greeed Ankh unintentionally altered the timeline which enabled Shocker to utilize the Core Medal to create the Shocker Greeed which defeated the Double Riders and seemingly erased the legacy of the Kamen Riders from history. In 2011, after Kamen Rider New Den-O's attempt to repair the damage, he along with Kamen Rider OOO and M-Ankh awaited execution. However, it was revealed the Double Riders had their brainwashing removed by a Shocker scientist.
Kamen Rider × Super Sentai : Super Hero Taisen
Doktor G resurrected and gathered all defeated Rider villains, recreating Dai-Shocker. He told Tsukasa that the Riders and monsters needed to destroy the Super Sentai to ensure the survival of the Riders, and, answering that, Tsukasa took control of the new Dai-Shocker, becoming its Great Leader again to battle the Super Sentai and also the Dai-Zangyack, a new union of Super Sentai villains led by the Gokaiger's Captain MarvelousIcon-crosswiki.
Kamen Rider × Super Sentai × Space Sherif : Super Hero Taisen Z
Space Sheriff Gavan Type GIcon-crosswiki, alongside Kamen Rider Beast and Yellow Buster invaded the fortress of the Space Crime Syndicate Madou on Earth. However, inside, they're overrun by the forces of Space Shocker, which had allied itself with Madou. Gavan was separated from the others and trapped by Shocker's forces, when Kamen Rider Kamen Rider Fourze arrived, answering the call for help of Gokai Silver, who asked for reinforcements to help in the attack.
World Within The Magic Stone
Decade was summoned along with OOO by the alternate version of Haruto, taking the children to the shop. Before taking the children away, he thinks that he has arrived in the World of Wizard, but Haruto tells him that he is mistaken. He is summoned again by Amadum to retrive back the Fourze Rider Ring from Haruto. He then teamed up with Haruto along with the Heisei Riders to fight Amadum and his monsters.
Heisei Rider vs. Showa Rider : Kamen Rider Taisen feat. Super Sentai
Tsukasa managed to find Kouta in Drupers, telling the young Rider that he somehow knew Shuu before Narutaki appears to them. He warns the Riders about Badan's plan and the situation between the Riders from both eras, having Kouta become curious about it. Tsukasa would plan to gather the Heisei Riders as Kaito decides to join him.
Super Hero Taisen GP : Kamen Rider 3
Due to the timeline alteration caused by Shocker, Tsukasa became one of the brainwashed Riders in that timeline, donning the name of Shocker Rider Decade. He later volunteered in a Kamen Rider Grand Prix. Later on, he aided the other Riders to combat Shocker after he, and the other Riders, were released from being brainwashed by the revived Double Riders.
Kamen Rider G
At some point during his travels across the worlds, Decade came through a dimensional wall to a world which was home to Goro (Kamen Rider G), who was having a hard time fighting a Phylloxera Worm. Decade told G, who recognised Decade, that he was the only one who could save his world. Decade was soon followed by the Nine Heisei Riders through the dimensional wall behind him.
Super Hero Taihen : Super Sentai Murder Mystery! You’re the Great Detective!
The Kamen Rider Club celebrates the film Super Hero Taisen as they enter the Rabbit Hatch. Shun Daimonji is shocked to discover the body of Kamen Rider Decade on their common table, with multiple cards stabbed onto his helmet. As the club ponders a hypothesis, Gentaro considers it might have been Hurricane Red, to which the ranger arrives and denies any connection, suggesting it may NinjaRed, who in turn implicates Gokai Red.
Kamen Rider Ghost : Legendary! Riders' Souls!
In the Youtube 6 part special, Takeru uses Decade's powers with the Heisei Rider Damashii. He also appears as a spirit in his and Specters' finisher along with the previous Heisei Riders.
Kamen Rider × Super Sentai : Chou Super Hero Taisen
An iteration of Decade Complete Form was summoned from the Game World as part of a team of five of the Strongest Kamen Riders alongside five of the Strongest Sentai Rangers by Kamen Rider Brave, helping to defeat the army of Shocker.

Games Appeareances Kamen Rider Decade appears as a Main Rider in the video game Kamen Rider: Battride War, which unites the riders of the Heisei era from Kuuga to Wizard. In the game, Decade is the only character to be able to use the pre-Decade's Heisei Kamen Ride Forms (mostly their main forms), in which Decade is able to access his normal sword attacks with the other Kamen Rider's ground special attacks. Kamen Rider Decade reappeared in Kamen Rider: Battride War II, summoned by Cinema along with the remaining Heisei Riders in order to create the "ultimate movie". Decade's stage was based of from Kamen Rider Decade: All Riders vs. Dai-Shocker, with King Dark as his main enemy.

- Decade can transform into any previous Kamen Rider with access to that respective Rider's powers and weapons. However, during the battle against Kamen Rider Dark Kiva in the Nega World, Tsukasa had lost his power to transform into Kamen Rider Decade as well as all the Rider Cards losing their power and turning black.
- Later, Tsukasa was able to restore his power and all the cards returned to normal. One of Tsukasa's particular gestures is dusting his hands, or running a hand along the blade of his sword, while fighting.
- He mostly appeared as Kamen Rider Decade. Only in Episode 14 of Kamen Rider Decade, he briefly transformed into Kamen Rider Den-O Sword Form after possessed by Momotaros.
